The Federal Ministry of Petroleum Resources sets policy for Nigeria's upstream, midstream and downstream oil and gas value chain, including licensing oversight, local content, gas commercialisation, and energy-transition planning. The President holds the substantive portfolio, supported by separate Ministers of State for Oil and for Gas.
It supervises the Nigerian Upstream Petroleum Regulatory Commission (NUPRC), the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA), the Nigerian National Petroleum Company Limited (NNPC Ltd), the Nigerian Content Development and Monitoring Board (NCDMB), and the Petroleum Technology Development Fund (PTDF).
Strategic priorities include full implementation of the Petroleum Industry Act 2021, the Decade of Gas initiative, expansion of CNG and LPG adoption under the Presidential CNG Initiative, growth of crude production above 2 million barrels per day, deepwater investment incentives, and refining capacity recovery alongside Dangote and modular refineries.

Promotes Nigeria's heritage, museums and creative industries — film, music, fashion, design and gaming — through agencies such as the National Council for Arts and Culture and the National Gallery of Art.

Coordinates road, rail and inland waterways policy through the Nigerian Railway Corporation, the National Inland Waterways Authority, the Nigerian Institute of Transport Technology and CRFFN.
Minister: Dele Alake
Regulates mining, licensing and geological surveys through the Mining Cadastre Office, the Nigerian Geological Survey Agency, the Solid Minerals Development Fund and the Mines Inspectorate Department.
Minister: Doris Uzoka-Anite
Promotes industrialisation, trade and investment through NIPC, NEPC, NEXIM, SON, FCCPC, the Corporate Affairs Commission and the Bank of Industry, including AfCFTA implementation.
